What happened?
A recent regional assessment reviewed the readiness of Latin American countries to develop or expand nuclear power, as electricity demand across the region is projected to rise sharply toward 2050.
The assessment identifies Argentina, Brazil, and Mexico as the only countries considered ready for nuclear deployment today. All three already operate commercial nuclear power plants and have established regulatory, operational, and technical capabilities. Together, they are also expected to account for more than 70% of future regional electricity-demand growth.
However, their current positions differ significantly:
- Argentina operates three power reactors and retains substantial domestic nuclear capabilities, but several new-build initiatives – including CAREM and previously proposed large-reactor projects – have faced financial, political, or implementation setbacks.
- Brazil operates two reactors, continues work towards completing Angra 3, and has included a possible rise in nuclear capacity to 8-10 GW in its long-term energy planning.
- Mexico has extended the operating lives of the Laguna Verde units, but its latest expansion planning reportedly contains no definite new nuclear project.
- A second group – including Bolivia, Chile, Colombia, Ecuador, El Salvador, Paraguay, and Peru – is classified as potentially ready by 2050. Their progress ranges from research-reactor experience and new nuclear legislation to cooperation agreements, SMR ambitions, and early national roadmaps. None is assessed as likely to be ready by 2030.
The assessment also highlights two wider trends: stronger US engagement through civil nuclear agreements and technical assistance, and growing interest in SMRs among countries whose electricity systems may not be suited to conventional gigawatt-scale reactors.
Why does it matter?
For decades, commercial nuclear power in Latin America was concentrated in Argentina, Brazil, and Mexico. The increasing number of countries introducing legislation, studying SMRs or engaging with the IAEA, suggests that nuclear energy is becoming a regional policy question rather than a niche issue limited to established operators.
This expands the potential market for technology suppliers, engineering companies, training providers, and international advisers – but most emerging programmes remain at a very early stage.
Many Latin American electricity systems are smaller, more decentralised, or heavily dependent on hydropower. Large conventional reactors may therefore be difficult to integrate technically or finance as single assets.
SMRs are increasingly being presented as a more adaptable option for countries such as Colombia, Ecuador, El Salvador, Paraguay, and Peru. The technology may reduce unit size, but it does not remove the need for nuclear legislation, an independent regulator, qualified owner organisations, emergency arrangements, waste policy, and long-term financing.
The article links regional interest to a changing position among multilateral development institutions towards nuclear energy. Access to development-bank support could help countries fund early studies, institutional development, grid preparation, and enabling infrastructure before construction financing becomes relevant.
This is particularly important in Latin America, where fiscal constraints and competing infrastructure needs may prevent governments from funding the full programme-development process themselves.
The United States has increased its engagement through 123 Agreements, the FIRST programme, and other technical initiatives, while Russia maintains ties with several countries in the region.
These agreements can accelerate capability development, but may also influence future technology options, fuel arrangements, financing structures, and geopolitical alignment long before a formal procurement begins.
What can we learn?
Readiness is not the same as political interest
Announcements, memoranda of understanding, and long-term capacity targets indicate ambition, but not necessarily implementation readiness.
A credible nuclear programme also requires:
- a durable national commitment
- a complete legal and regulatory framework
- an independent and adequately resourced regulator
- a capable programme owner
- realistic grid and system planning
- a financing and revenue model
- a sustained workforce-development strategy
Countries should therefore be assessed by the maturity of these enabling conditions, not only by the visibility of their nuclear ambitions.
Existing nuclear capability does not guarantee successful expansion
Argentina, Brazil, and Mexico possess significant operational experience, but all three have struggled to convert it into consistent new-build delivery.
The lesson is important: institutional history and technical knowledge provide a major advantage, but new projects still require a stable policy, credible financing, clear project ownership, and effective execution structures.
Research reactors provide a foundation, not a shortcut
Bolivia, Chile, and Peru have experience with research reactors, while other countries participate in nuclear science, medicine, and radiation-safety programmes. This can support workforce development and strengthen familiarity with nuclear regulation.
However, a commercial power programme introduces substantially greater complexity in terms of grid integration, procurement, safeguards, liability, emergency preparedness, radioactive-waste management, and project financing.
SMR strategies must be grounded in national energy-system needs
Countries should not select SMRs simply because they appear more accessible than large reactors.
The strategic case should be tested against:
- demand growth and grid size
- availability of hydropower and renewables
- industrial and mining loads
- system flexibility requirements
- financing capacity
- potential for multi-unit or regional deployment
Without sufficient repeat deployment, smaller reactor size may not translate into competitive economics.
The period before technology selection is decisive
Many emerging programmes are still years away from selecting a reactor. This is not an inactive phase.
Decisions made now on legislation, governance, institutional mandates, site strategy, financing, and international partnerships will determine whether future procurement is competitive and credible, or largely shaped by a single external partner.

The central question is not which Latin American country is most enthusiastic about nuclear power. It is which country is building a programme capable of surviving changes in government, economic cycles, and technology preferences.
The article’s readiness categories provide a useful regional overview, but should not be interpreted as a forecast of actual commissioning dates. Nuclear readiness is multidimensional, and countries may advance unevenly. A state can make rapid progress on legislation while remaining weak in terms of owner capability, financing, or grid planning. Another may possess decades of technical experience but lack the political and commercial framework needed for a new project.
From this perspective, Latin America can be divided into three broad groups.
Established nuclear countries – Argentina, Brazil, and Mexico – do not need to create nuclear institutions from the beginning. Their challenge is to convert existing capability into investable and deliverable new-build programmes.
Emerging candidates – including Colombia, Ecuador, El Salvador, and Peru – must first establish the institutional architecture of a newcomer programme. For these countries, a premature focus on reactor models could distract from more urgent questions related to governance, regulation, financing, and system need.
Countries with specialised nuclear capability or early interest – such as Bolivia, Chile, and Paraguay – must determine whether nuclear power solves a genuine national energy problem and whether the scale of future demand justifies the institutional commitment required.
Hence the strongest future candidates may not be the countries making the most ambitious announcements today, but those that systematically close readiness gaps, maintain political continuity, and align reactor deployment with a credible national energy and industrial strategy.
